Visa cash withdrawal fees in Belgium: EUR 100 costs EUR 7

Withdrawing EUR 100 at an ATM with a Belgian credit card costs EUR 5 to EUR 7, plus interest that runs from the day of the withdrawal. Issuer by issuer.

A EUR 100 withdrawal costs EUR 5 to EUR 7 in Belgium

Seven euros. That is what a EUR 100 ATM withdrawal costs with a Hello bank! or Crelan credit card: 1 % of the amount plus a flat EUR 6. At Beobank the same operation comes to EUR 5.00, because the grid sets 2.5 % with a EUR 5 floor. Rates recorded from the issuers on 18 September 2026.

The figure to remember: on EUR 100 you pay between 5 and 7 % of the amount withdrawn, for an operation that takes fifteen seconds.

I spent seven years in the disputes and chargeback department of a Belgian card issuer. Withdrawals rarely arrived alone in a file: they arrived in runs of three or four, made over the same weekend, often abroad, and the holder discovered the total a month later, when the statement landed with the fees stacked line after line. Four withdrawals of EUR 50 cost EUR 24 at an issuer charging a flat EUR 6. A single withdrawal of EUR 200 costs EUR 8.

Why does interest run before the statement?

Because a withdrawal is not a payment. On a card backed by a credit opening, it feeds the outstanding balance immediately, and that balance bears interest until it is repaid.

Two families of card coexist in Belgium, and they behave nothing alike. On the first, the monthly statement is debited in full from your current account on a fixed date: you pay no interest, only the annual fee and the cost of the operation. The Visa Classic cards from Belfius, Crelan and Hello bank! work this way. On the second, the card is tied to a credit line, and the mechanism changes completely.

Wikifin, the information site of the FSMA, the Belgian financial regulator, sets out the minimum instalment imposed by Book VII of the Belgian Code of Economic Law (Livre VII du Code de droit économique, the statute that governs consumer credit here): for a credit opening up to EUR 5,000, the issuer takes one eighteenth of the reserves used every month. Above EUR 5,000, one twentieth. Page updated on 14 July 2026.

Take a EUR 500 withdrawal on a card capped at EUR 2,500. The following month, EUR 27.78 leaves automatically. The remaining EUR 472.22 bears interest at the card's APR until it is repaid, and it is you who has to transfer the balance if you want to stop the meter. Nobody does it for you.

An automatic one eighteenth looks like a repayment and is not one. It keeps the debt alive, it does not clear it. What the brochure does not put forward: the minimum instalment is calibrated to last, not to settle. The article on interest on a carried balance takes the mechanism step by step.

What withdrawal fees do Belgian issuers charge?

The grids follow two shapes. Either a percentage with a minimum, or a percentage plus a flat amount. The second is dearer on small sums.

The Buy Way Mastercard has not been offered to new retail customers since 1 November 2022: it appears here because tens of thousands of Belgian holders still carry one.

Read the last column against the one before it and the ranking flips. The cheapest card at the ATM is also the one with the highest APR. The dearest at the ATM runs no interest at all. Over twelve months that is two opposite cost profiles, for two opposite uses.

How much is the currency conversion fee outside the euro area?

It is calculated on the European Central Bank reference rate of the processing day, and it comes on top of the withdrawal fee.

Crelan applies a 2.00 % currency conversion fee on a foreign-currency withdrawal, on top of the 1 % plus EUR 6. A withdrawal equivalent to EUR 100 therefore comes to EUR 9.00. Belfius states a 1.50 % margin against the same reference rate, for an annual fee of EUR 1.93 a month for the credit card service, so EUR 23.16 a year, with repayment in full at the start of the following month and therefore no APR applicable. The form of that disclosure is not left to the banks. Regulation (EU) 2019/518, applicable since 15 December 2019, requires currency conversion charges to be expressed as a percentage mark-up over the latest available euro reference rates published by the ECB. A grid announcing a "favourable exchange rate" without that percentage does not comply.

Should you accept the conversion offered by the ATM?

No, in almost every case. The screen offering to debit your account in euros applies a rate set by the ATM operator, not by your issuer.

This is dynamic currency conversion, and it is the only item in this article where you still decide something at the moment of the operation. Decline it, choose the local currency, and the conversion is made by Visa or Mastercard on the ECB reference rate, plus the fee stated in your grid. The European regulation requires both offers to be comparable on screen, precisely so that this choice is possible.

In the files I handled, dynamic conversion accepted on screen came back almost every week, always in the same shape: a holder who had withdrawn the equivalent of EUR 200 and found EUR 218 on the statement. What the issuer looks at first: the trace of the acceptance. It is timestamped in the authorisation message, and it makes the dispute very hard to win.

How much can you withdraw, and over what period?

EUR 620 per four calendar days at an ATM, at Belfius and at Hello bank!, in Belgium and abroad.

That ceiling has nothing to do with the card's spending limit, which runs from EUR 250 to EUR 5,000 at Hello bank!. Two separate counters, two separate settings, and it is the withdrawal counter that blocks first. It can be changed in branch or in the app, often with immediate effect.

At a bank counter or an exchange office the logic differs: the available amount on the credit line can be drawn in one go, but the tariff climbs. Crelan charges 2.00 % plus EUR 6 for a euro withdrawal at a counter, against 1.00 % plus EUR 6 at an ATM. On EUR 300 the gap is EUR 3. On EUR 1,000, EUR 10.

Can a withdrawal fee be disputed?

Rarely with success, because it sits in the grid and has been applied correctly. Three situations are exceptions, and each rests on a verifiable fact.

The double debit first: the same operation appears twice on the statement, with two fees, and the reconciliation runs on the authorisation numbers. The ATM that did not dispense the notes next: the machine debited, the cash-box count does not tally, and the check falls to the operator. The currency conversion fee last, when the rate applied does not match the ECB reference rate of the processing day plus the announced percentage. That last case is checked in three minutes. It succeeds more often than people expect.

The route does not change. Write to the issuer's complaints department, dated and with a copy kept, attaching the ATM slip if one was issued. Without an agreement, take it to Ombudsfin, the Belgian ombudsman for financial disputes: the procedure is free. The FPS Economy also states that an unauthorised transaction must be refunded first and examined afterwards, which does not cover a contractual fee but does cover a debit you did not initiate.

Should you prefer a debit card at the ATM?

Inside the euro area, yes. Withdrawals are free with most Belgian debit cards and charged on every credit card.

In foreign currency the trade-off moves. Hello bank! places the tipping point at the equivalent of EUR 334: below it the debit card costs less; above it the credit card regains the advantage, because its flat fee spreads over a bigger amount.

It depends on the card. On a card repaid in full every month there is no interest. On a card backed by a credit opening, the amount withdrawn feeds the outstanding balance and bears interest until it is repaid. The compulsory monthly instalment covers only a fraction of that balance.

Because the pricing grid treats them as two different operations. At Crelan, a euro withdrawal at a bank counter or exchange office with a Visa card is charged 2 % plus EUR 6, against 1 % plus EUR 6 at an ATM. On EUR 300 the gap reaches EUR 3.
