No, an answer shown on screen does not close a credit card application. Before signature, the issuer must assess your solvency and consult the Centrale des Crédits aux Particuliers (CCP), Belgium's Individual Credit Register. It can accept, refuse or ask for documents. Here is the order of the steps, the papers requested, and what to do if the answer is no.
Is an instant answer to a credit card application final?
No, not until the contract is signed. The KBC Brussels page says it plainly: the application "can be approved instantly", otherwise you upload your proof of income, then sign digitally. The card then arrives by post within five working days (page consulted on 14 October 2026).
The Beobank Visa Classic page speaks of a grant "subject to acceptance of your file and mutual agreement". No response time appears there.
The figure to keep: five working days. It is the delivery time announced after signature, not a decision time.
In the files I handled, the dispute often started from a simple misunderstanding. The customer had seen "accepted" and believed they held a card, when nothing had been signed yet.
What does the issuer check before accepting a credit card application?
It must first question you. The FPS Economy guidelines, version of 4 July 2022, recall three obligations from the Code de droit économique (the Belgian Code of Economic Law, Book VII on consumer credit): examining your financial situation (article VII.69, § 1), rigorously assessing your solvency (article VII.77, § 1) and offering you a suitable credit (article VII.75, duty of advice). Above €500, an application form is compulsory (article VII.69, § 2).
That form covers at least the purpose of the credit, income, dependants and existing commitments. Answers about solvency cannot be pre-filled.
For a credit facility, the issuer looks at whether you will be able to bring the balance back to zero within the legal period, not only whether you can pay the monthly instalment. A line close to or above your annual net income is generally not suitable, according to the same guidelines.
Take the Beobank Visa Classic. Rate checked with the issuer on 14 October 2026: €5 annual fee, APR 14.49%, variable actuarial borrowing rate of 13.98% on a €2,150 credit facility, rates in force on 9 May 2025 according to the page. If the €2,150 stays in use all year, interest comes to about €300 (simplified calculation at the annual rate). Over twelve months, that is about €305 with the fee.
Is the Credit Register consulted at every application?
Yes, before the contract is concluded, within the 20 days that precede it. That is article VII.77, § 1, paragraph 2, as summarised in the FPS Economy guidelines. The National Bank of Belgium (NBB) confirms that lenders are required to consult the register before granting credit.
The result of the look-up weighs on your application in four cases.
| Situation recorded in the register | Consequence for the application |
|---|---|
| No unpaid amount | The issuer assesses income and expenses |
| Unpaid amount of €1,000 or less, not regularised | Grant possible, but the issuer must justify it |
| Unpaid amount above €1,000, not regularised | Refusal compulsory |
| Default regularised | Still visible for one year after regularisation |
The thresholds come from the 2022 guidelines, which cite article VII.77, § 2. Reread Book VII before relying on them in a letter: I could not check the consolidated text on the day of writing.
How long a registration lasts and how to consult your record are detailed in the article on the Individual Credit Register.
What information must you provide, and what is off limits?
What proves your ability to repay, nothing more. The Code sets no list of documents: the issuer chooses its supporting papers, and it must verify your identity (article VII.76).
- Your income: salary, benefits, self-employed income, income from assets.
- Your dependants, with their age and status.
- Your existing commitments: loans, rent, maintenance payments, subscriptions, insurance.
- The purpose of the application.
Questions about your state of health are forbidden. A flat allowance covers normal health expenses.
In the files I handled, the first thing noted was the gap between the customer's statement and the register record. The lender must in fact draw your attention to a marked gap. Declare everything, including the small store card you think is closed.

Why is a credit card application refused?
For one of the two reasons the law imposes, or for neither. Refusal is compulsory if the lender cannot reasonably estimate that you will meet your commitments, or if an unpaid amount above €1,000 remains unregularised in the register. But the lender may also refuse when your solvency looks sufficient, as long as it does not discriminate.
The guidelines list warning signs that do not require a refusal but a closer look:
- maximum use of an existing credit facility;
- late payments;
- closely spaced subscriptions;
- refinancing to bring a facility back to zero;
- credits piled one on another;
- a request for cash with no precise purpose.
One complainant described his situation on the Test-Achats (Belgian consumer organisation) website on 3 January 2024: his card applications to Keytrade Bank had all been refused, he says, without explanation. The bank acknowledged receipt on 12 January and pointed him to Ombudsfin. It is an isolated account, not a statistic, but it illustrates a refusal whose reason was not given.
What can you do after a credit card refusal?
Act in writing, in this order. I give no personalised advice on a debt situation, and I suggest no refinancing solution.
- Ask for the reason for the refusal by letter or dated message.
- Consult your record in the register free of charge: online with the electronic identity card, by email, by post or at the NBB counter.
- If an item is wrong, ask the lender that reported it to correct it. In case of disagreement, Wikifin points to a complaint to the FPS Economy through ConsumerConnect, "credit" theme.
- Write a complaint to the issuer's complaints department. Ombudsfin only opens after that, and its opinion is free and non-binding.
- If debts already weigh on your budget, the CPAS (the local public social welfare centre) of your municipality and an approved debt mediation service are the doors to open.
Ombudsfin does not decide in place of the issuer. An optional, non-discriminatory refusal remains, in principle, the lender's decision.
Can you withdraw from the card after signing?
Yes, for a credit contract. The consumer can withdraw within 14 calendar days after signing, without giving a reason, according to Your Europe. They repay the capital borrowed, plus the interest and the non-recoverable costs.
That period targets credit contracts. A card with no credit facility does not necessarily fall under it: read the contract. After the period, the way out is cancellation.
What does the law of 9 July 2026 change for an application filed after 20 November?
It applies to contracts whose application is sent to the lender from 20 November 2026. The Belgian Parliament adopted on 9 July 2026 a law that transposes the new consumer credit directive, according to two law-firm notes published in July 2026 (CMS and Lexgo). It widens the scope of the law to some deferred payments and to low-value credits.
For the right to human intervention, I have to cite the directive and not the Belgian law. Directive (EU) 2023/2225, summarised by the European Parliament, provides that if the solvency assessment relies on automated processing, the consumer may request and obtain human intervention from the lender. It applies from 20 November 2026.
I have not read the Belgian text. Check the articles before relying on them in a letter.
To compare the cost of cards before you apply, the ranking of Belgian credit cards, the comparison tool and the selection guide give the three figures. The article on the interest-free credit card explains why pure deferred debit is not the same as a credit facility.
