Is there a genuinely free Visa card in Belgium?
Yes, three. Europabank, Keytrade Bank and CBC issue a credit card with a EUR 0 annual fee without requiring you to buy a paid package to get it. The other cards advertised as free are free inside a wrapper that is not.
Europabank is the clearest case on the Belgian market. Its Visa is EUR 0 a year and the bank states in writing, on its product page, that a current account with them is not needed. The advertised reserve is EUR 2,500, and the month's purchases are debited at the start of the following month, interest free. It is a deferred debit card: no APR applies as long as the account is funded on the due date. Rate recorded from the issuer on 24 August 2026.
Keytrade Bank operates a conditional free status, and it is the most honest formula I know of on this market: the Visa Classic is free for the first year, then free for as long as you use it twelve times over the past year. Below that, it is billed EUR 25 a year. The bank shows a transaction counter on its dashboard, along with the date the free period would end. It charges inactivity, not ownership.
CBC puts its card at EUR 0 for holders of a Pure Online account or a Plus account. The first one is itself free, which makes the chain genuinely free end to end, provided you move your everyday banking to CBC. The cost is not in the tariff, it is in the move.
In the files I handled, the most frequent dispute on a EUR 0 card was never about the annual fee. It was about a EUR 6 line against a withdrawal the holder believed was free, because the card itself was.
Why does Belgian law allow a credit card at EUR 0?
Because a deferred debit card is not legally a consumer credit, and a product outside the regulated credit regime is far cheaper to administer.
Article VII.3, § 2, 3° of the Code of Economic Law excludes from Book VII any interest-free credit repayable within under two months, provided the charges claimed stay below a monthly threshold. That threshold was raised to EUR 4.80 per month by the notice published in the Moniteur belge, the Belgian Official Gazette, on 1 January 2019, and it is indexed every year. A card that takes the whole balance at the start of the following month, interest free and with no charges above that threshold, falls exactly into that box.
The consequences are concrete for the issuer. No precontractual information duty in the consumer credit format, no standard European consumer credit information sheet, no cooling-off period, no compulsory consultation of the Central Individual Credit Register, the National Bank of Belgium's register of individual credit contracts and defaults. The card becomes a payment service, not a credit agreement. That is why it can be given away: it carries almost no compliance cost.
What the brochure does not put forward: that classification is fragile. It only takes the card offering instalment repayment, a cash reserve or a pay-in-several-parts option for it to tip into a credit facility, with the whole Book VII regime behind it, and the APR that comes with it. At several Belgian issuers, the option sits in the customer area by default. One click is enough to change the nature of the contract.
I saw files where the holder discovered the APR on the third statement, with no memory of having signed up to anything. They had accepted a payment in several instalments on one purchase, once, online.
What does a free card cost the month you do not repay in full?
Between 14 % and 17 % a year on the unpaid portion, at the issuers that publish an APR. That is the real price of the free status, and it appears nowhere as long as the balance is settled on the due date.
The Buy Way Mastercard is the clearest illustration. Annual fee: EUR 0. The representative example published by the issuer covers an open-ended credit facility at an APR of 14.50 %. As long as the balance is repaid in full, the thirty-day grace period is free. The moment it is not, the card is revolving credit. A real limitation, and it is dated: since 1 November 2022, the issuer no longer accepts new applications from individuals for this no-fee card, neither through comparison sites nor directly. The card still exists in wallets; it is no longer distributed.
The legal framework is the point nobody picks up. The Royal Decree of 14 September 2016, which sets the maximum APRs under article VII.94 of the Code of Economic Law, distinguishes in its annexe 2 between credit facilities drawn with a card and those drawn without one, and allows a higher ceiling for the former. The report to the King justifies this by the cost of running a card system. In other words: the card itself is the legal reason for the higher ceiling. Those maximums are reviewed twice a year; in its release of 27 November 2025, the FPS Economy, Belgium's federal economy department, stated that the credit facility ceilings were unchanged as of 1 December 2025.
The orders of magnitude on the Belgian market: 14.50 % at Buy Way, 14.49 % on the Beobank Extra World, 16.99 % on the Beobank Young. On EUR 500 carried for six months at 16.99 %, interest approaches EUR 40, eight times the EUR 5 annual fee of that same card.
If a carried balance becomes hard to repay, the next step is not to look for another card. An accredited debt mediation service, reachable through the CPAS, the public social welfare centre of your municipality, reviews the situation free of charge. For a disagreement with the issuer that goes nowhere internally, the route is Ombudsfin, the Belgian ombudsman for financial disputes.
Can you get a free Visa card without a Belgian bank account?
Only one card in this ranking is obtained without a current account at the issuer: Europabank's. Every other Belgian card at EUR 0 is attached to an account or a package with the bank that issues it.
Beobank sits in between: its Young Mastercard at EUR 5 a year is obtained without a Beobank account, which is rare, but it is not free and its EUR 750 limit does not cover a rental car deposit. At CBC, BNP Paribas Fortis, Belfius and Hello bank!, the card follows the account.
That leaves the neobanks. Revolut, N26 and bunq issue a card at EUR 0 with no prior Belgian account, and that is what pushes them up on this query. They are not credit cards: no credit line, no deferred debit, no credit facility. The balance is taken immediately. The distinction is anything but theoretical and it is paid at the counter: a hotel or car rental pre-authorisation requires an authorisation on a credit line, and a card backed by a balance gets refused.
What the issuer looks at first, when you apply for a free card: how long you have banked with them and whether you appear in the Central Individual Credit Register held by the National Bank of Belgium. A EUR 0 card is still subject to acceptance, and every product page says so in a footnote.
How much does a EUR 100 withdrawal cost with a free card?
From EUR 0 to EUR 6.50 depending on the issuer, for exactly the same gesture. It is the widest gap in this entire ranking, and it appears on no brochure.
Keytrade Bank is at EUR 0 for a withdrawal inside the euro area, electronic payments included. Outside the euro area, the issuer charges EUR 2.00 plus 0.40 % of the amount withdrawn plus 1.40 % in exchange fees, roughly EUR 3.80 on EUR 100. At BNP Paribas Fortis, the withdrawal commission is 1 % with a EUR 6 minimum: on EUR 100 you therefore pay EUR 6, the minimum. At CBC, the published range is 1 to 2 % of the amount, with 1.60 % in exchange fees outside the euro area. Belfius charges EUR 5 plus 1 % plus 1.50 % exchange outside the euro area, but no longer charges for withdrawals in local currency up to EUR 250 a month on the Mastercard New and Star.
Over twelve months, that is the difference between a free card that really is free and a free card that catches up on usage. A holder who withdraws EUR 100 once a month pays EUR 0 a year at Keytrade inside the euro area, and EUR 72 a year at BNP Paribas Fortis. That is, in twelve withdrawals, the equivalent of a Mastercard Gold annual fee.
And there is the point the tariff does not state. On a card backed by a credit facility, a withdrawal carries no grace period: interest runs from the day of the transaction, even if the statement is settled in full on the due date. On a deferred debit card there is no interest, but the commission is still owed. Between 2015 and 2022, that was the line I re-explained most often on the phone.
