Yes, genuine prepaid cards still exist in Belgium, but the offer has shrunk. bpost shut down bpaid on 28 February 2026, Belfius no longer sells its two prepaid Mastercards, and two bank cards remain: the CBC Mastercard Prepaid and the KBC Prepaid Card, at EUR 1 a month. Alongside them, Revolut, Wise and Nickel sell debit cards with no overdraft that play the same role in a wallet. I ranked these six cards on three things: the annual fee, the cost of a EUR 100 withdrawal at a cash machine, and what happens to your money on the day the issuer closes the card, goes bankrupt or debits a transaction you never made. Is a prepaid credit card really a credit card?
No. A prepaid credit card never extends credit: you load an amount, you spend that amount, and the card declines the next payment. The name comes from the network, Visa or Mastercard, not from the mechanism.
The difference has precise legal effects. No credit facility means no APR, no precontractual credit information under Book VII of the Belgian Code of Economic Law, the part of the code that governs consumer credit, and no record at the Central Individual Credit Register, the National Bank of Belgium's register of credit contracts and payment defaults. Nickel's fee information document, dated 1 July 2026, actually quotes the regulatory definition: a prepaid card is linked to a payment account and "makes it possible to store electronic money".
Two families then need to be told apart, and most comparisons blend them. The CBC Mastercard Prepaid and the KBC Prepaid Card are prepaid cards in the strict sense: a balance kept separate from the current account, capped at EUR 5,000 at KBC, which you top up from the app. Revolut, Wise and Nickel issue immediate debit cards attached to an account with no authorised overdraft. For budgeting, the result is the same. For fraud, it is not. On a prepaid card, a fraudster reaches the loaded balance; on a debit card, they reach the whole account.
In the files I handled, it was this nuance that decided how much was at stake, far more than the brand printed on the card.
How much does a prepaid card cost over twelve months?
Between EUR 8 and EUR 103 for exactly the same use. The gap almost never comes from the annual fee. It comes from withdrawals.
I used a simple profile: twelve EUR 100 cash withdrawals inside the euro area over the year, plus ten EUR 50 payments outside the euro area. That is a teenager's pocket money, or the budget of a student spending a summer in England.
At KBC, the annual fee is EUR 12. Each withdrawal costs 1 % of the amount with a EUR 5 minimum, so EUR 5 on EUR 100. Over twelve months, that comes to EUR 60 in withdrawals. The EUR 500 paid in pounds sterling add EUR 8 of exchange commission at 1.6 %. Total: EUR 80. CBC applies the same grid, but the card comes at no extra charge with the Pure Online account, itself at EUR 0 a month, which brings the bill down to EUR 68.
Nickel charges EUR 25 a year, EUR 1.50 per withdrawal at another bank's machine inside the euro area and EUR 1.50 per payment outside the euro area with the Classic card. Total: EUR 58. Revolut charges nothing on the Standard plan as long as you stay under five withdrawals or EUR 200 per rolling month, and under EUR 1,000 of currency exchange a month on weekdays. Only the EUR 7.99 card delivery counts. Wise asks EUR 7 for the card, then nothing up to EUR 250 of withdrawals a month, with conversion from 0.2 %. Total: around EUR 8.
The Belfius Mastercard Prepaid New, which some former customers still hold, costs EUR 1.93 a month outside a package, and EUR 5 plus 1 % per withdrawal. Over twelve months, that comes to EUR 102.66.
The figure to remember: on a Belgian bank prepaid card, a single EUR 100 withdrawal costs five months of fees. A card used mainly to take out cash is the wrong card.
What happens to the balance when the issuer discontinues the card?
It is still owed to you, in full. But you have to go and get it, and the end of bpaid provides a full-scale instruction manual.
bpost automatically closed every bpaid card on 28 February 2026, and the app has not worked since 1 March 2026. Until 30 September 2026, holders could go to a post office, request closure and give an account number to recover their balance and the pro rata share of their fee. Since then, unclaimed amounts have been passed to the Deposit and Consignment Office, a service of the FPS Finance. The procedure runs on e-DEPO: log in with your digital key, open "Consult my files", select the file, then request a refund to an active account. bpost announces payment within a few days.
The underlying law is clear. Electronic money must be redeemed on request, at any time and at par value: that is article 11 of Directive 2009/110/EC, carried into Belgian law. Fees can only be charged if the contract provides for them.
Revolut's contract does, and the clause is worth reading before opening an account: if Revolut decides to close your account and money remains after the notice period, a management fee of EUR 2.30 a month applies to the remaining balance. A forgotten EUR 50 is gone in under two years.
At Belfius, the Mastercard Prepaid New and the Mastercard White Prepaid are no longer sold. Cards already in circulation still work. On the day the bank ends them, the same par value redemption rule will apply.
Is the money on a prepaid card protected if the institution goes bankrupt?
Yes, but not through the same mechanism for every issuer, and not always through the EUR 100,000 guarantee everyone has in mind.
Revolut is a bank: Revolut Bank UAB, licensed by the European Central Bank, serves its Belgian customers through a branch in Brussels, and its terms state that deposits are covered by the Lithuanian guarantee scheme, with possible exceptions. KBC and CBC are Belgian banks supervised by the National Bank of Belgium.
Wise is not a bank. Wise Europe SA, based on rue du Trône in Ixelles, is an institution licensed and supervised by the National Bank, and its own help page states it plainly: its payment services do not fall under the Belgian deposit guarantee scheme. Customer money is "safeguarded" separately, in deposits at JPMorgan Chase and in money market funds at BlackRock and State Street. Nickel rests on the same logic: its issuer, Financière des Paiements Électroniques, is a payment institution, not a bank.
Safeguarded does not mean paid out automatically. Since 25 January 2024, article 42, § 3 of the Act of 11 March 2018 governs the bankruptcy of a payment institution licensed in Belgium. Safeguarded funds are allocated by special priority to repaying customers, with no individual proof of claim required. The receiver writes to each customer and encloses a form. A customer who does not return it within six months loses the benefit of the priority and the right to have the claim admitted.
Six months is short for a letter that looks like advertising. Keep your address up to date with the issuer, even for a card sleeping in a drawer.
Who refunds a fraudulent payment made with a prepaid card?
The issuer, exactly as for a credit card. The unauthorised transaction regime of Directive (EU) 2015/2366, known as PSD2, makes no distinction between a prepaid card and any other card: refund of the disputed transaction, maximum EUR 50 liability for the holder unless they acted fraudulently or with gross negligence, and notification without undue delay, at the latest thirteen months after the debit.
Belfius goes further on its former prepaid cards. The EUR 50 liability is waived if the card was blocked immediately and a report was made to the local police within 24 hours.
The first move is still to block the card. For KBC, CBC and Belfius cards, Card Stop, Belgium's central card-blocking service, answers on 078 170 170, day and night. Revolut, Wise and Nickel cards are blocked from the app, in a few seconds.
For a commercial dispute, an order never delivered or a subscription debited after cancellation, a chargeback works too. In the files I handled, a prepaid Mastercard opened the same dispute reasons as a Gold card: the network does not look at the card's range, it looks at the reason and the evidence. The issuer checks two things first: the date of the transaction, and proof that you complained to the merchant before turning to the bank.
If the issuer refuses or does not answer, a written complaint to its complaints department is the first step. After that, Ombudsfin, the Belgian ombudsman for financial disputes, reviews the file free of charge. CBC names it explicitly in its price list.

Can you get a prepaid card without a bank account in Belgium?
Not at KBC or CBC: the prepaid card is topped up from a current account with the bank. Nickel opens at a post office with an identity document, for EUR 25 a year, and provides a Belgian IBAN. Revolut and Wise open from a smartphone. In these three cases, the account itself serves as the balance, with no authorised overdraft.
How do you recover a bpaid balance after 30 September 2026?

Is a prepaid card recorded at the Central Individual Credit Register?
